Buying from a licensed Pennsylvania dealership means the paperwork is handled correctly the first time. Under 75 Pa.C.S. § 1103.1, an application for a certificate of title must reach PennDOT within 20 days of the purchase date, and when the vehicle comes from a dealer, that filing is the dealer’s obligation rather than yours. The transfer must also be notarized or verified by a licensed issuing agent, which we handle at the time of sale. Current PennDOT fees for a standard passenger car are $48 for a one-year registration and $72 for the certificate of title, and Pennsylvania sales tax is 6% in Franklin County.
Pennsylvania also requires dealers to put specific conditions in writing before a sale closes. Under the Automotive Industry Trade Practices regulations at 37 Pa. Code Chapter 301, a dealer must disclose a salvage title even after repair, along with a bent, cracked, or twisted frame, a cracked engine block or head, a transmission or differential that needs replacement, flood damage, or a failed state inspection. Complaints about an undisclosed defect can be filed with the Pennsylvania Office of Attorney General.
As of June 2, 2026, CarBravo became General Motors’ sole used vehicle certification program for Chevrolet, Buick, and GMC dealers in the United States, replacing the previous certified pre-owned program. Coverage runs in two tiers. Vehicles up to 10 model years old with fewer than 100,000 miles carry a 12-month, 12,000-mile limited bumper-to-bumper warranty that begins after any remaining factory coverage expires. Vehicles 10 to 15 years old with fewer than 150,000 miles carry a 30-day, 1,000-mile limited powertrain warranty. Unlike the program it replaced, CarBravo also covers non-GM makes.
